The Special Services Department handles a wide variety of responsibilities that are delegated by statute to the Pinal County Board of Supervisors. These responsibilities include being the primary contact for special taxing districts, the processing and selling of state tax deed parcels, lease agreements, cable license agreements and handling a variety of special projects.

The primary mission is to coordinate and provide services that are required of the Pinal County Board of Supervisors by statute in the following listed categories:

• Special Taxing Districts (54 active districts): services include feasibility studies, formations, budgets, levies, rates, bonds, annual reports, audits, counseling, monitoring and dissolutions of special taxing districts.
• Manages Special Taxing Districts administered by the Board of Supervisors which include three street lighting districts, one sanitary district and one domestic water improvement district.
• Processing and selling of tax-delinquent and proprietary properties for the Board of Supervisors. This includes inspections of properties, arranging of appraisals, advertising, scheduling and conducting public auctions, and preparation and recording of deeds.
• Negotiates terms of cable license agreements and ensures license compliance and contractual obligations are met.
• Negotiates terms of lease agreements for county owned buildings or for lease of privately owned space by the County.
• Handles a variety of special projects on behalf of the Board of Supervisors, County Manager or Assistant County Managers.
