Adult Detention Center Administration

The Pinal County Jail operates a combination of Direct and Indirect supervision facility. Direct supervision provides for amore productive form of inmate management that facilitates interaction between inmates and staff, thereby reducing incidents of violence, inmate grievances, destruction of property and improved operational efficiency. This form of supervision allows for the greatest level of interaction between Detention Staff and offenders. Indirect supervision allows for the random monitoring of activities, and provides a lesser degree of interaction between the Detention Staff and offenders.

Commander David Beauchamp is the operation commander and is responsible for managing the daily operations of the Detention Center consisting of three shifts of Detention Officer and support staff totaling in excess of 200 employees. Commander Beauchamp has over 20 years of correctional experience and worked for the Arizona Department of Corrections prior to joining the Pinal County Sheriff’s Office.

Commander Michele McNeely is the Support Services Commander and is responsible for managing the daily activities associated with Food Services, Commissary, Visitation, Transportation, Court Security, Laundry, Training and all inmate work details. Commander McNeely has over 16 years experience with the Pinal County Sheriff’s Office.

Commander Deborah Powell is the Accreditation Manager for the Pinal County Jail and is responsible for the supervision of the Accreditation Compliance Unit. Commander Powell has an extensive law enforcement background in both Corrections and Patrol Operations. She has worked as a Police Officer, Unit Manager within the private Correctional setting as well as working as a background investigator for the Pinal County Sheriff’s Office prior joining the Pinal County Jail Staff.

As the Accreditation Manger; Commander Powell is responsible for ensuring that all detention operations and functions are conducted in accordance with nationally acceptable performance-based standards. She reviews policy and procedures, gathers statistical data, performs periodic inspections and develops strategies to minimize exposures to liability and enhance operational effectiveness.
