Theresa Hemmings Ratliff is an Arizona native raised in the Southwest, primarily in Casa Grande, Arizona. She graduated with honors from Goddard High School in Roswell, New Mexico in 1987. Commissioner Ratliff attended New Mexico State University where she earned a Bachelors Degree in Criminal Justice with honors in 1991. She attended the University of Arizona, College of Law, where she served as an editor of the Arizona Law Review. In 1996, Commissioner Ratliff earned her juris doctor degree and was admitted to both state and federal practice. She returned to Pinal County in 1998 where she practiced family law as an associate attorney with Fitzgibbons Law Offices, P.L.C. Presiding Judge William O’Neil appointed her as a part-time commissioner and judge pro-tem in January 2005. Presiding Judge Boyd T. Johnson subsequently reappointed her in 2006 and 2007. In October 2007, Commissioner Ratliff was appointed as the first full-time Pinal County Family Law Commissioner. Commissioner Ratliff is actively involved in civic and community activities. She is a past president of the Arizona Council for CASA, Inc., Pinal County Chapter; a former school board member and has served as a member of several foundation boards. She currently serves as a Board Member and Secretary for the Hospice Foundation of Central Arizona. Commissioner Ratliff is married and has three beautiful children.
