General Area Construction Dust
(Excluding Apache Junction)

The intent of these guidelines are to improve the control of excessive fugitive dust emissions that have been traditionally associated with construction, earthwork and land development, and thereby minimize nuisance impacts.

Affected Parties:

This rule applies to the landowner, and to any contractor or subcontractor operating on job sites within Pinal County.

Activities that would be effected by these guidelines are:

  • Land stripping
  • Earthmoving
  • Blasting
  • Trenching
  • Road construction
  • Grading
  • Landscaping
  • Stockpiling
  • Excavated materials
  • Storing excavated materials
  • Loading excavated materials
  • All other land development activities that would result in a disturbed surface area of 0.1 acre or greater.

 How To Obtain A Dust Permit

Submit the following documents to Pinal County Air Quality Control District at 31 N Pinal St Bldg F/PO Box 987, Florence, AZ 85132. 

1. Complete a dust registration form from the two options listed below. [PDF/Word Format]

2. Submit an 8 1/2 x 11 Plot/Site plan—Identify parcel, street address, direction North, total area to be disturbed, and the sources of fugitive dust emission (Entrances, exits, and storage areas).

3. Submit your applicable fee with registration.

If your construction project is within Township 1 North Range 8E (Apache Junction) area,
